Rome would be cuter, it sounds more feminine as well.

Rom sounds like something from a computer, and Rome is kind of cool, but is not very feminine at all. What about Roma, instead? Hope that helps! Good luck!

If you wanted your baby to get beat up for no reason, it would be a good name. Otherwise, no.
