The definition of adolescence generally means that a youngster has reached puberty. For females, this means that the ovaries have begun to produce eggs. Regardless of her age, if a girl has reached puberty, she has the ability to become pregnant. Only a female who has had a baby can truly lactate.

Only if she has hit puberty and has had a baby, then yes. She is no different than an older women in the same situation. Without being pregnant, even with puberty- no.
